In mainland Europe the mains was typically 220V and in the UK it was 240V.
For 'EU harmonsation reasons' it's been decided to call it 230V although
it
may now measure a nominal 220, 230 or 240V since few places have actually
changed anything ! Where I live it actually measures 250V.
