These people will not be able to afford the deductibles in order to
get care *before* it becomes necessary for hospitalization, when
treatment is *less* expensive for the system.

So you offer a choice of trans****tation or health care. Soon it will
be food or health care.

This assumes they make enough to do so and that their employer offers
them, neither of which is true in all cases.

I have an HSA, but I can already afford the deductible. And this isn't
all about "me". ;-)
