2 guys with ATVs can effectively police lots of fence. Then can do

Obstacles have to be patrolled. Every institution I know of that
tries to keep people in or out employs obstacles.

You don't put a fence out there and walk away.
It in combination with patrols are required.
Failure to do both will be ineffective.

Even Armies put up obstacles when they want to secure a position.
