Very unlikely. Even if you eliminated all of the fans, you'd still be
stuck 
with any number of incidental noses, particularly in the power supply and 
hard drives.

I seriously doubt that this PC has noise at 1 meter that is 0 dB or below.

If it is as good as 10 dB, I'd be very surprised.

Whatever that means. Basically, you're depending on the music to mask the 
non-trival amounts of noise that your PC creates.
