Manufacturers ****p rechargeable batteries with a slight amount of
charge (sometimes called a test charge), but nowhere near enough to be
useful.
The reason they do this is to avoid problems with rapid discharge or
excessive heat during transit. They don't want to melt keys, or to
blow up the battery!
Batteries obtained from a 3rd party source may not observe those
precautions.
