what you are asking for does not exist.

a noise canciling throat mic as used by airforce pilots may come close...
but will sound pretty bad for recording.

for best results place a directional microphone on a stand no more then 3
inches away from the lips and adjust a noise gate to mute background
noises
when the person stops talking.
